| UMC's Corporate
Social Responsibility (CSR) Committee was officially established
in April 2008. This significant milestone allows UMC to expand
its social responsibility and sustainable development activities.
To demonstrate UMC's emphasis on this committee and our determination
to implement the company's social responsibility plans, I will
personally serve as the chairman of this committee and regularly
review the achievements and results. I expect that all UMC employees
will recognize that CSR issues such as global warming, the rising
price of energy, green products, and socially responsible citizens
have become worldwide concerns. As such, UMC will take these
issues seriously and react with positive measures. Furthermore,
by meeting higher standards set by the CSR Committee, I hope
that all UMC employees will responsibly practice CSR in their
everyday lives.
In 2007, the combined efforts of all UMC
employees led to outstanding company achievements in sustainable
development and CSR. Particularly, UMC's efforts in corporate
governance and information transparency have gained worldwide
recognition. In corporate governance, UMC was ranked as number
three in Asia by CLSA Limited and Asian Corporate Governance
Association, and was ranked as the top semiconductor company
in Taiwan in CLSA's "Clean & Green Watch" report.
In addition, UMC passed the internal control evaluation of
the Sarbanes Oxley Act for the second straight year, demonstrating
UMC to be a well-governed and well-managed company. In information
transparency, UMC's annual CSR report received a Level A grade
from Global Reporting Initiative (GRI), signifying that UMC's
CSR report is aligned with G3 Sustainability Reporting Guidelines.
UMC is the first company in Taiwan to achieve this standard.
In addition, UMC established a designated web page for CSR
issues to publicly and transparently present its plans and
accomplishments in CSR.
UMC also communicates its CSR ideals to
its customers, suppliers and employees. UMC held a supply
chain management summit in early 2008 and signed a joint CSR
declaration with its suppliers. The event focused on caring
for employees, environmental protection and being active in
public interest activities. In addition to a corporate culture
adjustment the previous year to focus more on CSR issues,
UMC launched another reform activity based on environmental
protection and energy conservation. This activity implements
energy saving and environmental protection measures in office
areas in addition to fabs. Through these efforts, UMC expects
to bring a positive influence to society, beginning from its
employees and their family members.
This is the eighth year that UMC has published
its non-financial annual report, and the third year in which
a CSR report was published. UMC continuously enhances the
content of these reports while also following GRI requirements,
demonstrating UMC's corporate culture of constant improvement.
UMC understands that there is still plenty
of room to improve in many aspects of CSR. This year is the
beginning of a new era of sustainable development for UMC,
and we will spend every effort to fully implement our CSR
plans. All of UMC's CSR report planning will be implemented
as a solid progression, which will build momentum for UMC
to continue its growth.

Corporate Social Responsibility (CSR) committee
The CSR committee was established in April 2008 to coordinate
all affairs relevant to CSR, corporate citizenship and sustainable
development, and to review the progress of CSR projects regularly.
The Committee meets every six months. The chairman of UMC will
act as the head of the CSR committee. There are four sub-committees
under the CSR committee: the ESH, Energy Saving, Corporate Governance
and Green Production Committees. The UMC Science and Culture
Foundation will co-work with UMC CSR committee to implement
public welfare projects, aid minority groups, donate to charity
and provide community caring.
